The Country Director is accountable for the leadership and management of WorldFish’s country program in Cambodia and for engaging with key stakeholders in Cambodia to support the delivery of a quality and influential research for development program that contributes to the development goals of the country. As the leader, you will be responsible for delivering at Cambodia country level WorldFish’s organizational strategy including its Annual Priorities and Key Performance Goals. This will entail developing and implementing annual country research priorities, innovation and investment plans, country team building, budgeting, resource mobilization, monitoring and evaluation to sustain, develop and report on the program in ways that deliver quality science and development impacts from our research at scale.

The Country Director will oversee staffing, budgeting, training, and resourcing to sustain the program. In close consultation with CRP FISH and the flagship leaders and Resilient Small Scale Fisheries, Value Chain and Nutrition, and Sustainable Aquaculture research programs, the Country Manager will deliver an integrated fisheries and aquaculture program that applies a multifaceted, systems approach to address the country, center and CGIAR shared goals, builds research and development capacities and strengthens the institutional and partnership capabilities across the fishery and supporting sectors, including research engagement within the Greater Mekong region.

Specific Duties

  • Assume overall accountability and leadership of timely and successful implementation of research projects within Cambodia as well as those implemented in other countries in the Greater Mekong region as part of regional projects managed by the Cambodia office.
  • Lead the development and implementation of compelling research projects in Cambodia and identify the human and financial resources needed to deliver the identified research outcomes. Provide scientific leadership and technical inputs in own areas of expertise provided to multidisciplinary projects managed by others in and outside the Greater Mekong region.
  • Manage and implement a sustainable, multi-year program that strengthens the institutional capacity of local partners; and ensures Cambodia country program is appropriately resourced and with the right partnerships, staffing and strategic plan to deliver improved fisheries and aquaculture in Cambodia.
  • Lead and contribute to writing proposals for investors; respond to requests or Calls for Proposals (RFP/CFP) and develop proposals which respond to our country and regional strategy. Maintain networks and alliances with a wide range of partners in country, regionally and internationally to strengthen research partnerships and investor opportunities.
  • In consultation with CGIAR and international and national research partners, implement a 5-year program for fisheries and aquaculture research and development that guides the Center’s program and provides a basis for communication with partners and donors to leverage ongoing support and collaboration. Leverage synergies among CRPs such as WLE, CCAFS, FISH, and bilateral projects in Cambodia and in the Greater Mekong region.
  • Create a culture of research and knowledge exchange that builds capacities for producing consistent and quality science across the fishery sector and country program and encourage participation in international conferences and researcher skill-sharing exchanges with international research institutions.
  • Manage overall local government, donor, and partner relations and strengthen governance policies and capabilities in fisheries and aquaculture.
  • Ensure the documentation and publishing of the learning from the country program and contribute to peer-reviewed journals and publications.
  • Provide oversight of all Cambodia / Greater Mekong finance, administrative and operational matters to ensure alignment with institutional goals and annual priorities. Contribute to leadership of the design and execution of the WorldFish global strategy and actively participate in global leadership meetings and forums. Serve as a member of the WorldFish Senior Leadership Team.


This job might be for you if you have:

  • A Master or PhD in qualifications in fisheries, aquaculture, development, management or a relevant field.
  • Post-graduate professional experience in aquaculture and/or fisheries research and development, with at least 5 years in senior leadership role.
  • Proven track record in program management experience including financial literacy, donor liaison and management and monitoring and evaluation.
  • Proven analytical ability and good judgment skills.
  • High degree of cultural sensitivity and proven record of effective working relationships in developing countries.
  • Demonstrated track record in resource mobilization, in particular for aquaculture and fisheries research and development.
  • Good research skills in an area relevant to regional priorities in aquaculture and fisheries, and social science.
  • Excellent communication skills required with strong command of written English.
  • Good leadership and mentoring skills and experience of leading multi-disciplinary teams.
  • Excellent organizational skills and ability to multi task.

Desired Skills and Qualifications

  • Experience in leading donor funded projects, particularly USAID-funded projects, with experience in project management cycle and M&E system.
  • Experience in organizing research communications and dissemination.
  • Experience in private sector engagement in research for development.
  • Systems orientation to problem identification and solving.
  • Understanding of both development policy process, and scientific research process in relevant disciplines.
  • Strong networks and field experience for development in South East Asia.



Salary and Benefits

This is an Internationally Recruited Staff (IRS) position with annual salary ranging between USD 85,000 to USD 90,000 gross per annum. The position will be based in Phnom Penh, Cambodia. The initial employment contract will be for a 3-year period, with possibility for renewal depending on performance of and the availability of funding.
