What’s the Opportunity?
Anchor QEA is seeking a Mid-level Environmental Planner or Environmental Scientist to collaborate with multi-disciplinary teams of co-workers, client representatives or agency staff in the implementation of environmental review for projects with land use or natural resource impacts. The successful applicant will also support Anchor QEA with marketing efforts and client development activities.
Qualified candidates for the Environmental Planner/Scientist position may expect to start work developing environmental permits and planning documents for various infrastructure (e.g., transportation, renewable energy, or other linear-type projects), port expansion, water management, or similar types of projects. A qualified candidate for this mid-level Environmental Planner/Scientist position will have a minimum of 7 years of relevant work experience in regulatory compliance and permitting requirements specific to Oregon or Washington, or be able to demonstrate the transferability of a similar level of experience working on permitting and compliance in other states.
Specific responsibilities for this position include:
- assist in management of NEPA and SEPA documents, including coordination with and assistance managing internal staff
- develop application materials for acquiring environmental permits from federal, state, and local regulatory agencies;
- conduct analysis of environmental impacts and develop mitigation measures for projects with limited supervision;
- participate in public scoping and public comment processes;
- interfacing with clients and the public; and
- participating in limited travel.
What Are We Looking For?
Professionals with A Bachelor’s degree in Planning, Biology, Ecology, or a closely related field is required, a Master’s degree and/or AICP preferred.
Ideal candidates will have a minimum of 7 years of professional experience working on projects that may include, but are not limited to the following: Federal Transit Administration NEPA compliance; Section 4(f) analyses; Section 106; tribal consultation; U.S. Army Corps of Engineers Section 10 and 404 permits; Endangered Species Act compliance; Oregon Goal 5 compliance; DSL Removal/Fill compliance; Oregon State Joint Permit Applications and Washington State Joint Aquatic Resource Permit Applications; WDFW Hydraulic Project Approvals,; NPDES and Section 401 water quality approvals; local regulations relevant to CZMA certifications, including any state lands or local land use compliance; performing natural resource surveys (e.g., birds, bats, wildlife, and terrestrial habitats in particular).
Some experience with marketing and preparing proposals for new work is a plus.
Excellent verbal and written communication skills, and the ability to balance multiple priorities and work independently are essential.
