The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.
Under the direct supervision of the Deputy Regional Director, and overall supervision of the Regional Director, the Programme Management Officer leads implementation of the project "Reducing marine litter by addressing the management of the plastic value chain in South-East Asia" (SEA circular). SEA circular is a joint initiative of UNEP Asia and the Pacific Office and the COBSEA Secretariat, with support from the Swedish International Development Cooperation Agency (Sida). The project aims to reduce marine plastic litter by ensuring that less plastic is entering general solid waste streams where the coverage and effectiveness of management systems is weak, through market-based solutions; strengthening the scientific basis for decision-making; outreach and regional networking. This position is based in UNEP, Asia and the Pacific Office in Bangkok. Within delegated authority, the incumbent will be responsible for the following duties:
• Implements and evaluates progress of the SEA circular project; monitors and analyzes project results framework, develops annual costed workplans ensuring alignment with project results framework and approved budget; coordinates implementation; reviews relevant documents and reports for quality and delivery on project objectives and outputs; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
• Coordinates all team and consulting assignments, in collaboration with the responsible project staff, monitoring and evaluating progress and ensuring alignment with project work plan and deliverables.
• Coordinates research and analyses and ensures quality of presentation of information gathered from diverse sources contributing to the objectives of the project.
• Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other studies.
• Coordinates survey initiatives; oversees the design of data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and coordinates preparation of conclusions.
• Coordinates the preparation and communication of written outputs, e.g. draft background papers, analyses, sections of reports and studies, inputs to publications.
• Provides substantive backstopping to workshops, consultative and other meetings and conferences, including preparing or providing input towards the development of agendas, identifying participants, and preparation of documents and presentations.
• Coordinates outreach activities to ensure alignment with project objectives, including the organization of training workshops and seminars; makes presentations on assigned topics/activities.
• Coordinates and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties, preparing mission summaries and coordinating follow-up .
• Coordinates activities related to project budget and financial reporting, including preparation and submission of progress reports, financial statements and related documents.
PROFESSIONALISM: Knowledge and understanding of theories, concepts and approaches relevant to marine litter prevention and management of the plastic value chain, including reduction in plastic use, recycling, sound management of plastic waste, and prevention of plastic leakage into the environment. Ability to identify issues, analyze and participate in the resolution of issues/problems. Ability to conduct data collection using various methods. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Advanced university degree (Master's degree or equivalent) in environmental sciences, environmental management or a related field. A first-level university degree in combination with qualifying
experience may be accepted in lieu of the advanced university degree.
A minimum of seven (7) years of progressively responsible experience in environmental programme/project management or environmental management or related area is required.
Experience in international organizations and the Asia Pacific region, especially related to UN Environment Programme is desirable.
Experience coordinating and implementing activities related to environmental compliance at country or regional level is desirable.
Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
